Please note that Dr Thelma Narayan is in the Circle of WHO Advisors, who are 
working on the WHO Paper and Charter for the Bangkok meeting.  She seems now 
more positive about more structural ideas getting into it.  It
may be a good idea to send the suggested changes for the Charter to her for
her to follow up.  Keep in touch with her at the Secretariat´s email address.
