Gyeongju Declaration - Korea 2004
We, the 410 participants from 39 countries of the 7th APACT Conference held 
in Gyeongju, 15-18 September 2004 are gravely concerned that :

1. Tobacco use is the major cause of death in the Asia-Pacific region 
killing more than 5,000 people each day. 52% percent of the worlds 
cigarettes are consumed in Asia and large increases in numbers of smoking 
will occur unless strong and sustained action is taken now.

2. Tobacco exacts an economic cost on governments and business, and 
contributes to poverty in families and individuals.

3. Many parts of Asia still lack comprehensive laws on smoke free public 
places, and nonsmokers(mostly women and children) are exposed to secondhand 
smoke that often causes disease, disability and death in nonsmokers.

Therefore, we call upon governments, business and individuals in Asia to :
1. Protect nonsmokers from exposure to secondhand smoke by expanding smoke 
free areas in all public places, work places including restaurants, bars, 
nigh spots and places frequented by children. This includes all 
international and national sporting events such as the Beijing Olympics, 
the Southeast Asian Games and the ASEAN Para Games.

2. Ratify and implement the WHO Framework Convention on Tobacco Control by 
not later than mid 2006 including the articles recommending protection from 
exposure to tobacco smoke, taxation policy, effective pictorial health 
warnings, cessation support, control of smuggling and removal of duty free 
sales of tobacco products.

3. Recognize the unique harmful aspects of tobacco and place on public 
health in all free trade agreements.

4. Exclude the tobacco companies from all tobacco control policy committees 
and anti-smoking campaigns.

5. End all forms of direct and indirect tobacco advertising, promotion, 
sponsorship and other marketing activities, including the sponsorship of 
sporting events, such as Formula 1 racing, adventure activities and the 
ASEAN ART Awards.
