To  our colleagues in the Movement.
To all who dream and search for ways to fight for another possible world.
To those who have resisted the ravages of neoliberalism,

Given that:


 . We are working towards a new People's Health Assembly;
· We have hopes that this Assembly will promote unity in defense of health
in its broadest sense;
· The native peoples of the world are struggling and resisting the
criminalization of social struggles and the persecution of our leaders;

. For us, health is Dignity, a product of justice and freedom, and that
health cannot be confused with medical services;

· Cuenca, Ecuador was the site of the Second  Assembly of the People's
Health Movement, where everyone together drafted a statement, which for
grassroots movements was the essence of  and the instrument for struggle
and mobilization for the health of the planet, of the people, and of all
forms of life;
· The Second Assembly established the basis for the construction and
consolidation of a movement, organized by the Voices of the Earth, which
together clamored for Healing the Planet.
· Today more than ever, the need is urgent to work in unity to defend the
rights of Mother Earth, and to defend human rights and health -- summed up
and well expressed in the vision of *Sumak Kausay*.


 We ask for:

The Third People's Heath Assembly to be the stage upon which to evaluate,
understand, reflect and discuss the progress of the PHM, and the contents
of the Declaration of Cuenca;

The rights of the Earth, Kawsay Sumak, to constitute an essential element
for the context of the debates of the Assembly;

The Assembly of PHM to develop mechanisms so that the voices of the
grassroots of the movement can be heard;

The agenda of the Assembly to necessarily reflect the aspirations of the
foundations of the movement, that is the grassroots, which are essentially
different from the priorities of international health organizations such as
WHO.

There is an urgent need for global solidarity, and that solidarity should
be reflected in the contents of the agenda of the PHA, particularly in
relation to the criminalization of the social struggle and the persecution
and imprisonment of movement activists.
