I can not agree any more with your proposal "15by2015".Because always there
are a lots of verbal support for Primary Health Care(PHC) and strengthening
of Health System Infrastructure.But never there was a concret proposal that
what should be done,inorder to the health system Infrastructure be
strengthened and re-constructed.Ofcourse the first step is allocating a
percent of the budget of the health programme for the porpose.Eventhough I
may say the whole budget should go for a health services infrastructure
based on primary health care.But it may not be accapteble to the vertical
minded donores even to WHO. WHO always preaching for the Revitalization of
Primary Health Care,if someone look at their country budget allocation, will
see that a meagure amount is allocated to PHC and the rest are allocated to
more than 30 vertical projects like ARI,CDD,MCI,AIDS,Cancer.....etc.So I am
happy to see a clear proposal that at least 15% of the health budget of
the different organizations and Donores be allocated for the strengthening
Heath services System Infrastructure based on Comprehensive PHC.Ofcourse I
should mention that the financial aspects of the development is
essential.But at the same time the National Health Authorities should make
sure the Stwardship of the  health system, inorder to the rest of the
vertical programme be incorporated into the main stream of the Comprehensive
Primary Health Care Aproach of Alma-Ata Decleration.
