 I was at the reaching the poor meeting and they were not reaching the poor;
only three examples did reach the poor: our Sri Lanka study, the Mexico
Progresa study and there was another study from Peru, I think - there was a
lot of white washing going on - my notes on the meeting may be quite
different.
