The Centre for Health and Gender Equity (CHANGE) has just released  a
preliminary report on health sector reforms and reproductive rights and
health ( 2 Indian case studies and one in Tanzania). I am forwarding their
website and summary of the reports for your information. (could be useful
for PHC info as some of the work looked in depth at the Indian PHC systems.)

"The two-year multi-site study was designed and carried out by CHANGE Senior
Program Associate Dr. Priya Nanda and our partners from several key
institutions in the two countries. The sites included two districts each in
Kerala and Tamil Nadu in India and one district in Tanzania.  The study also
included a national stakeholder analysis of the perceptions of health sector
reforms in India.  The research focused on the following questions now at
the center of debates on health sector reforms:

-   What are women's perceptions of and experiences with cost recovery
strategies, such as user fees?  How do these affect women's access to health
care?
-   Does decentralization lead to increased community participation in
setting health priorities and to improved responses to community health
needs?
-   What are the effects of reforms on access to contraceptives, safe
abortion, and STI diagnostics and treatment?
-   How have reforms affected provider's perceptions of women's health
needs?  What are the implications for quality of care?

In March 2003, with support from Ford Foundation-India, CHANGE hosted Global
Agendas, Local Realities: Implications of Health Sector Reforms on Women's
Access to Reproductive Health Services in India, a one-day meeting in New
Delhi held to present findings to policy makers, health care providers,
advocates, and donor representatives in India and abroad.  Materials from
the meeting, including the agenda, summaries of the draft Kerala and Tamil
Nadu study reports and presentations by study partners are now available on
