<p><span lang="EN-US">UN GENERAL ASSEMBLY: WILL HUMAN RIGHTS
RHETORIC BECOME REALITY?</span></p>
Governments meeting at the UN General Assembly (GA) this week have heeded civil society demands for human rights to be at the core of the global commitments succeeding the Millennium Development Goals (MDGs) in 2015. The outcome document (See: <a href="http://www.cesr.org/downloads/OutcomedocumentMDG.pdf" target="_blank">http://www.cesr.org/downloads/OutcomedocumentMDG.pdf</a>) of the GA Special Event on the MDGs, held on 25 September, calls for a universal framework of goals applicable to all countries which promotes “human rights for all”. Once a lightning rod at UN development forums, human rights appear to have garnered consensus as a central foundation of development - at least on paper.

<br>The GA marks a turning point in the debate. It is no longer a question of whether, but how, human rights should be integrated in the new framework. CESR has been intensely engaged in efforts around the GA to ensure that human rights principles and standards inform the purpose and content of the post-2015 agenda, as well as its implementation mechanisms.
At an opening meeting chaired by the President of the General Assembly on 22 September, ‘Advancing Regional Recommendations on the Post-2015 Agenda’, CESR was one of several civil society organizations called upon to convey the recommendations emerging from the worldwide post-2015 consultation process. "As debates move to how the new goals are framed, how targets are set, and how common but differentiated responsibilities are determined, it is important that human rights are affirmed and applied as the normative framework for accountability to which all actors –within, above and beyond the state – are held to answer," said CESR’s Executive Director Ignacio Saiz in his intervention at the meeting. <br>

On 24 September CESR hosted a civil society forum, ‘Visions and Voices for Human Rights: Integrating human rights into the post-2015 development agenda’, together with IBON International and Amnesty International, bringing together more than a hundred organizations from across the globe to discuss proposals for a new sustainable development paradigm that serves to realize the full range of human rights. Recommendations included mechanisms to strengthen the accountability of powerful corporations and international financial institutions for the human rights impacts of their policies and practices; and the need to include more far-reaching commitments to address systemic gender, income and other inequalities that were overlooked in the current MDGs.
The growing consensus over the critical importance of human rights to future development efforts is reflected in the UN Secretary General’s report to the General Assembly, which affirms that ending poverty is “a matter of basic justice and human rights”. This same message, calling for human rights to be placed at the heart of the post-2015 agenda, also emerged from numerous global consultations organized over the past year. Throughout the General Assembly Special Event, heads of state and other government officials likewise echoed the message that development without human rights cannot be considered sustainable, effective nor legitimate.

<br>The outcomes of this GA confirm, at least on paper, that human rights can no longer be marginalized in development debates. Yet the countervailing winds are strong, and the road of political negotiations ahead steep. Having helped secure a central place for human rights in the post-2015 process so far, CESR and its partners worldwide will continue working over the coming year to ensure that member states translate these rhetorical commitments into practice.<br>

<p><span lang="EN-US">ASAMBLEA GENERAL ONU: ¿LA RETÓRICA DE LOS
DERECHOS HUMANOS SE CONVERTIRÁ EN REALIDAD?</span></p>
Los gobiernos reunidos en la Asamblea General de la ONU, esta semana, han tomado nota de las exigencias de la sociedad civil para que los derechos humanos sean el núcleo de los compromisos mundiales que seguirán a los Objetivos de Desarrollo del Milenio (ODM) en el 2015. El documento final (véase: <a href="http://www.cesr.org/downloads/OutcomedocumentMDG.pdf" target="_blank">http://www.cesr.org/downloads/OutcomedocumentMDG.pdf</a>)) del Evento Especial de la Asamblea General sobre los ODM, que se llevó a cabo el 25 de septiembre, prevé un marco universal de objetivos aplicable a todos los países y promueve “los derechos humanos para todos”. Si alguna vez los derechos humanos fueron la manzana de la discordia en los foros sobre Desarrollo de las Naciones Unidas, estos parecen haber obtenido consenso como base fundamental del desarrollo, al menos en el papel.<br>
<br>La Asamblea General marca un punto de inflexión en el debate. Ya no es más una cuestión de si los derechos humanos deben integrarse en el nuevo marco sino de cómo de hacerse dicha integración. CESR ha participado intensamente en los esfuerzos en torno a la Asamblea General para asegurar que los principios y normas de derechos humanos informen la finalidad y el contenido de la agenda post 2015, así como sus mecanismos de aplicación .<br>
<br>En la reunión de apertura dirigida por el Presidente de la Asamblea General el 22 de septiembre, Promoviendo recomendaciones regionales sobre la agenda post 2015, CESR fue una de las organizaciones de la sociedad civil a las que se pidió transmitir las recomendaciones surgidas del proceso mundial de consultas sobre el post 2015. “A medida que los debates se mueven hacia cómo se encuadran las nuevas metas, cómo se establecen los objetivos y cómo se determinan responsabilidades comunes pero diferenciadas, es importante que los derechos humanos se afirmen y se apliquen como el marco normativo para la rendición de cuentas al cual todos los actores –dentro, por encima y más allá del estado– están obligados a responder”, dijo el director ejecutivo de CESR, Ignacio Saiz.<br>
<br>El 24 de septiembre CESR organizó un foro de la sociedad civil, Visiones y Voces por los Derechos Humanos: La integración de los derechos humanos en la agenda de desarrollo post 2015, junto con IBON Internacional y Amnistía Internacional, reuniendo más de un centenar de organizaciones de todo el mundo para discutir propuestas de un nuevo paradigma de desarrollo sostenible que sirva para hacer efectiva la totalidad de los derechos humanos. Las recomendaciones incluyeron mecanismos para fortalecer la rendición de cuentas de las poderosas corporaciones e instituciones financieras internacionales por los impactos de sus políticas y prácticas sobre los derechos humanos, y la necesidad de incluir más compromisos de largo plazo para hacer frente a desigualdades sistémicas de género, de ingresos y de otros tipos que fueron pasados por alto en los ODM.<br>
<br>El consenso cada vez mayor sobre la importancia fundamental de los derechos humanos en los futuros esfuerzos de desarrollo se refleja en el informe del Secretario General de Naciones Unidas a la Asamblea General, donde afirma que poner fin a la pobreza es “una cuestión básica de justicia y derechos humanos”. Durante el evento especial de la Asamblea General, los jefes de Estado y otros funcionarios de gobiernos también se hicieron eco del mensaje consistente surgido a partir de numerosas consultas globales de que el desarrollo sin derechos humanos no puede considerarse sostenible, eficaz ni legítimo. <br>
<br>Los resultados de esta Asamblea General confirman, al menos en el papel, que los derechos humanos ya no pueden ser marginados en los debates sobre desarrollo. Sin embargo, los vientos contrarios son fuertes, y el camino de las negociaciones políticas que viene es escarpado. Después de contribuir hasta ahora en asegurar un lugar central a los derechos humanos en el proceso post 2015, CESR y sus socios en todo el mundo continuarán trabajando durante el próximo año para asegurar que los Estados miembros lleven estos compromisos retóricos a la práctica.<br>
