ex-offender status, racial and gender discrimination, and other forms of marginalization that are both caused by and complicated by lack of access to water and sanitation. It cites the U.S. Interagency Council on Homelessness report on criminalization of homelessness
and can be used in framing litigation and policy arguments around these issues.</span></span></div>
