the verge of bankruptcy because of unfulfilled funding commitments by wealthy
governments and lack of vision by many others. This comes in direct
contradiction of the July 2005 commitment by G8 leaders and the UN to reach
universal access to treatment by 2010.</SPAN></FONT></SPAN></FONT><FONT
class=Apple-style-span color=#000000><SPAN class=Apple-style-span
style="BACKGROUND-COLOR: transparent"><O:P></O:P></SPAN></FONT></SPAN></P>

available for the Global Fund is inferior to what is needed to scale up
treatment, and even to keep the lifesaving programs going. This is a consequence
of donor governments refusing to dedicate stable resources to the Fund,
preferring a system of annual voluntary contributions. This unreliable system is
failing, and its failure is threatening the lives of millions of people living
with the pandemic diseases who depend on Global Fund
programs.</SPAN></FONT></SPAN></FONT><FONT class=Apple-style-span
color=#000000><SPAN class=Apple-style-span
style="BACKGROUND-COLOR: transparent"><O:P></O:P></SPAN></FONT></SPAN></P>

contradiction avec les engagements que les chefs d’état du G8 et les Nations
Unies ont pris en juillet 2005 d’atteindre l’accès universel aux traitements en
