against<BR>Privatisation has been insisting in full disclosure of<BR>healthcare 

proposals but to no avail. The M'sian<BR>government has chosen a consultant to 

work out the<BR>Health Financing Scheme which is to be funded by 

UNDP.<BR><BR>Request for a copy of the TOR was denied on the basis<BR>that it is 

a state secret under the Official Secret<BR>Act 1972.<BR><BR>The Coalition 

raised the matter with the UNDP Regional<BR>rep. Dr Richard Leete but he has not 

replied and UNDP<BR>is advertising for a project officer to work on 

the<BR>National Financing Scheme but there's no consultation<BR>with the public 

and NGOs. Evrything is shrouded in<BR>secrecy and UNDP connives at this lack 

of<BR>transparency.<BR></TT></BODY></HTML>
