important tasks to be addressed by the international community in the
months ahead is the selection of the person to succeed Kofi Annan as
Secretary-General of the United Nations when his term ends on December 31, 2006.
Yet the process by which that person is to be chosen remains opaque and
ill-defined. Although all member states have a direct interest in seeing
that the right person is selected, few states have a role to play, or even a
window into the process, as this most sensitive and significant selection takes
place.</SPAN></FONT><o:p></o:p></DIV>
