Draft political declaration on pandemic prevention, preparedness, and
response avoids commitment on key issuesInstead of ‘mobilising political
will’ for equity and effectiveness, the draft declaration opts for a
superficial diplomatic consensus.

On 20 September the UN General Assembly will adopt the Political
Declaration of the High Level Meeting on Pandemic Prevention Preparedness
and Response.

The original proposal

for this high level meeting envisaged “a succinct political declaration
aimed at, inter alia, mobilising political will at the national, regional
and international levels for pandemic prevention, preparedness and
response”.

PHM sees the draft political declaration (text of 23 August

deeply disappointing (detailed commentary here

Instead of ‘mobilising political will’ on the key issues it avoids
commitment in favour of a superficial consensus. However, the debate
continues in the Intergovernmental Negotiating Body (INB
<https://phmovement.us20.list-manage.com/track/click?u=559d715f58f654accf3de987e&id=e7a5d01805&e=d5054f2279>)
and the Working Group on Amendments to the International Health Regulations
(WGIHRs

over how best to prevent, prepare for, respond to and recover from
pandemics. This political declaration is not the last word.

PHM’s country and regional circles will continue to work with civil society
constituencies who have been impacted by Covid, with a view to building a
common platform regarding PPPR, and urging governments to take a strong
line for equity and effectiveness in their discussions in the INB and the
WGIHRs.

intellectual property laws through to the big challenges of equity, debt,
