LE FRANÇAIS SUIT...


PHM DRC participated in September 2019 in the development of the National
Strategic Plan for Universal Health Coverage (NSP-UHC). The final document,
which is due to be implemented in 2020, was presented by the Head of State
at the United Nations General Assembly held from 23 to 28 September 2019 in
New York.



The PHM DRC’s Coordinator, Erick Kambale led the development of the two
first chapters (Introduction, vision and definition) and co-led the one on
resource mobilization with other consultants.

The NSP-UHC defines the States’ vision for health for all in DR Congo which
consists in setting up quality public health services that include equity,
solidarity and access for each individual. The implementation will be led
by the Head of State, coordinated by the Prime Minister and the Ministry of
Public Health will host the Executive Secretariat. PHM DRC will also play a
key role in the implementation process with other civil society groups.

The NSP-UHC comes after the vote on December 13, 2018 of the Public Health
Act which provides for UHC, the gradual implementation of social protection
to the entire population and of the Funding agencies for Public Health
Promotion and Health Solidarity.

Given the credibility of PHM DRC, the Legal Advisor to the Special Advisor
to the President of the Republic signed the People's Charter for Health and
joined PHM.

PHM RDC participe à l’élaboration du Plan national sur la couverture santé



PHM RDC a participé en septembre 2019 à l’élaboration du Plan Stratégique
National pour la Couverture Sanitaire Universelle (PSN-CSU).  Le document
final dont la mise en œuvre est prévue dès 2020, a été présenté par le chef
de l’Etat (qui assure le pilotage du Plan) à l’Assemblée Général des
Nations Unies qui s’est tenue du 23 au 28 septembre 2019 à New York.



Le Coordonnateur de PHM RDC, Erick Kambale a dirigé les deux premiers
chapitres du PSN-CSU et a codirigé celui sur la mobilisation des ressources
avec d’autres consultants. Cela a permis une contribution remarquable de la
section congolaise de PHM au processus d’élaboration notamment une
meilleure prise en compte des droits humains.



Le PSN-CSU définit la vision de l’Etat pour la santé des Congolais qui
consiste à mettre en place des services de santé de qualité pour chaque
individu dans un esprit d’équité et de solidarité. Le cadre institutionnel
de mise en œuvre est placé sous l’autorité du chef de l’Etat, la
coordination assurée par le premier ministre et le secrétariat exécutif par
le ministère de la santé publique. La mise en œuvre sera assurée de concert
avec la société civile y compris PHM RDC.



Le PSN-CSU fait suite au vote le 13 Décembre 2018 d’une nouvelle loi sur la
Santé Publique qui prévoit la CSU, l’extension progressive de la protection
sociale à l’ensemble de la population ainsi que  la mise en place du Fonds
de promotion de la santé et  de celui de la Solidarité de Santé.



Au regard de la crédibilité de PHM RDC, le Conseiller Juridique du
Conseiller Spécial du Président de la République a signé la Charte
populaire pour la santé et adhéré à PHM.
