Dear colleagues

*For many countries and societies struggling with access to health and
health equity, aid is still a challenging reality*, and this reality needs
to be examined and acted on: What’s wrong with “health aid” and its actors,
structures, paradigms and policies, methods and processes, and how can the
failures and shortcomings of aid be challenged and addressed? How do we
achieve real cooperation and solidarity within and beyond aid?

*It is quite a challenge to find attention and traction for a critical
civil society analysis and proposals on how to advance cooperation and
solidarity within and beyond aid.* Critical and independent civil society,
i.e. groups that are not funded by or beholden to powerful global health
actors and donors, are too often crowded out by well-funded NGOs that
support the dominant narrative.

*The Kampala workshop on “How to advance cooperation and solidarity within
and beyond aid?” will create a space for critical society groups* for
sharing, strategizing and hopefully initiating joint action. A core group
of organizations and people will be inspired by the workshop and committed
to carry the “Kampala Initiative” forward in a continued democratic and
transparent interaction, and allowing newcomers to join in anytime.

*The Kampala workshop will take place on Friday 15 November and Saturday 16
November 2019 (two full days). *It will provide a space for intensive
debate and work and is therefore neither a large, public event nor a
training session, but a *gathering of a small group of 20-25 experts,
practitioners and activists* who have the potential of developing civil
society critiques and solutions to the challenges of health aid and being
the initial core of a team and process that advances sharing and joint
action beyond the workshop.

*Confirmed participants* *will form four working groups*, each of them
focusing on a challenging subtopic/theme (see concept note) and a
particular case selected by the group. Working groups will organize
themselves and begin work well ahead of the meeting.

*Four public webinars (mid-October to mid-November) *prepared by the
thematic working groups will extend our reach to a broader civil society
audience, to start the thematic work and to collect input by those who
cannot make it to the workshop. These webinars will be announced by
separate communications.
