This session will take as its starting point the statement by researchers
from Africa, Asia and the Americas at the final plenary of the first Global
Symposium on Health Systems Research that said:



*“Equity is the central goal. Universal health coverage is the means of
achieving equity”.*

But, do all pathways to UHC produce this outcome? Does the process matter?



The session will build on work and discussions from the 2010 GSHSR and
review how participatory action research (PAR) builds new knowledge that
supports peoples’ role and power in decision making in achieving UHC. It
will do this through reflection and discussion on 4 key questions:



o      How do struggles for participatory democracy affect the shaping and
delivery on UHC?  (Vera Schattan P. Coelho, Brazil)



o      How important is organised community knowledge and demand in
ensuring equity in the resource allocation for UHC?  (Walter Flores,
Guatemala)



o      What does PAR contribute to changing institutional culture towards
social participation in health systems? (Therese Boulle, South Africa)



o      Are the gains from PAR local and time bound, or do they build
generalisable knowledge and change across countries? (Ellen Roskam, multi
country study)
