Dear Colleagues,

Warm greetings. We are inviting partners to discuss parts of a recent paper
by Andrew Harmer and colleagues in the journal Health Policy and Planning. 

The paper examines the impact of Global Fund financing on civil society
organisations (CSOs) in three countries in Eastern Europe and Central Asia.
It raises a number of interesting issues, many of which apply to CSOs in
other regions. 

Aidspan, in its new Discussion Page, has reproduce five extracts from this
paper and raises interesting points for comment...
