The World Health Organization has published a paper entitled 'Confronting
the Tobacco Epidemic in a New Era of Trade and Investment Liberalization.'

The development of the paper was overseen by Raman Minhas of WHO /TFI and
was written
by Dr Benn McGrady.

The paper updates a 2001 WHO paper by Douglas Bettcher et al entitled
'Tobacco Control in an Era of Trade Liberalization.'

issues (and legal terms) as simply as possible while maintaining accuracy.
