This is an important commentary, especially for its observations on how
UNAIDS is able to overcome the obstacles associated with being a
member-state organization. In this vein, I wonder whether those of us
concerned with advancing health equity by way of social determinants of
health have expected more from WHO as a change agent than it will ever be
able to deliver. Certainly if the Rio conference in October does not result
in some decisive actions, it may be time to think about other directions -
perhaps a UNAIDS-style consortium on social determinants of health?
