Dear Colleague and Stop TB Partner,
I am writing to request your participation in an innovative research
study which may help all of us working in tuberculosis care and
control to better understand how to strengthen partnerships between
patients, their communities, the wider civil society, health care
professionals and national TB control programmes.
The Stop TB Strategy www.who.int/tb/strategy/en/ outlines the
components required for all of us to succeed in ultimately eliminating
tuberculosis. Component 5 of the Strategy, "Empower People with TB and
Communities through Partnerships", has three inter-locking elements:
Advocacy, Communications and Social Mobilization (ACSM), Community
Care and the Patients' Charter for Tuberculosis Care
www.worldcarecouncil.org/content/patients-charter-tuberculosis-care.
As of now, the available data does not capture sufficient information
on the inclusion of all these elements in national strategies and on
their implementation. Being aware that often what doesn't get measured
doesn't get done, the Stop TB Partnership http://www.stoptb.org/
secretariat has commissioned a study to determine the progress in the
promotion and implementation of the Patients' Charter in the 10
highest TB burden countries. The research aims at understanding how
the Patients' Charter is, or is not, utilized and what is the 'state
of the stakeholding' in this integral element of Component 5 of the
Stop TB Strategy. Understanding where we are today and learning from
good experiences will help us all to build better partnerships and
best practices in the near future.
This survey will be conducted by the World Care Council, the
publishers of the Patients' Charter, with technical assistance from
the IMAXI Cooperative, and will seek the inputs of the 150 'key
actors' in each of the ten countries. Reaching out to a broad base of
experts from the national programmes, public and private providers,
the business and educational sectors, nongovernmental
organizations/faith based organizations, care givers, community
leaders and patients, the views of the wide 'TB Community' will be
collected through an online survey and brief telephone interviews.
Ten minutes of your time is requested. We would appreciate if you
could not only fill-in the questionnaire - that should take less than
five minutes - but also agree to be interviewed by telephone for five
minutes so that your point of view can be elaborated, and your
expertise highlighted in the study report. Once you complete the form
below, you will be instructed on how to arrange a convenient time if
you want to be called.

I thank you in advance for your assistance. Your participation will be
a very practical contribution to our collaborative work to Stop TB,
and will be greatly appreciated.
Best regards,
Yours sincerely,
Dr Giuliano Gargioni, Acting Executive Secretary
