REQUEST FOR PROPOSALS (RFP)  *Harnessing Non-State Actors for Better Health
for the Poor (HANSHEP)*

The poor in developing countries often fall or stay ill or injured because
they do not have access to appropriate care or medicines.  This lack of
access is usually due to the unavailability or unaffordability of medicines
and health services.   Many poor people have to rely on health services and
medicines provided by non-state actors (“NSAs”).  These include a wide range
of commercial, not-for-profit, and informal entities, such as corner shops,
traditional healers, village mid-wives, itinerant vendors, clinics run by
faith-based organizations, NGOs, mission hospitals, commercial healthcare
firms, and employer-based clinics.  The care provided by the non-state
sector is usually unmonitored and unregulated, leading to variable,
frequently bad, and sometimes dangerous quality. **

Members of the Group for Harnessing Non-State Actors for Better Health for
the Poor (the “HANSHEP Group”) have entered into a memorandum of
understanding to work together to better harness NSAs for more accessible,
higher quality, more affordable, and better value healthcare for the poor.

*The Rockefeller Foundation is accepting proposals from potential grantees
to act as a Secretariat to support the members of the HANSHEP Group in the
implementation of their activities.*
