How can we talk about progress toward the achievement of global goals when
there is no global program to achieve them?

If someone knows of a global program for the Millennium Development Project,
I would appreciate help in finding it. I can't find anything more than a bit
of advocacy at the global level, calling on the separate countries to do
better.
