Human rights violations occur every day in different countries and regions
around the world. The victims all have one thing in common; they are denied
access to justice

Dear Members,

The NGO Coalition for an Optional Protocol to the International Covenant on
Economic, Social and Cultural Rights (OP-ICESCR)  has launched a petition in
support of the Optional Protocol to the ICESCR, asking States of the world
to ensure that access to justice and the right to an effective remedy become
a reality for victims of all human rights;  urging them to become a party to
the OP-ICESCR when it opens for signature on September 24, 2009; to ensure
that it enters into force as soon as possible; and to take all necessary
steps to fully implement the OP-ICESCR without delay. In addition we call on
those countries that are not yet a party to the International Covenant on
Economic, Social and Cultural Rights to ratify or accede to this treaty
immediately and to also sign to its Optional Protocol in September 24.

We ask all of you as organizations and individuals committed with the
enforcement of economic, social and cultural rights to please support this
petition, by taking 3 steps:

ENDORSE THE PETITION  - you may do so on behalf of your organization and/or
in your individual capacity.

Add information about the petition onto your website and a link to it:
http://www.protectallhumanrights.org/en.  In addition please email this
information to your networks and partners, requesting that they do the same

Collect signatures at meetings, gatherings, events in your community and
school etc.  A printable version of the petition is available here.

Deadline to take Action:   August 19.  Having your endorsement by this date
will allow us to communicate with States, share with them the results of the
action and still generate enough pressure for them to commit to sign.

The petition is currently available in Spanish, English and French.  If you
are able to translate it in any other languages please do so and upload to
you site.  Please also send it to op-coalition at escr-net.org and we will make
it available at this page.

Note for ESCR-Net Members:  As you know, ESCR-Net is now coordinating the
Campaign for the OP-ICESCR.  Considering the relevance of this Optional
Protocol to the ESCR field as a whole as well as a statement presented by
ESCR-Net members supporting the Network’s role in the OP Campaign, we would
like to consider the Campaign for the Optional Protocol as a Network wide
Campaign.  This will mean that members of ESCR-Net will receive all
information related to the OP Campaign, be considered members of the NGO
Coalition for an OP and based on capacity and resources be asked to take
action and support the efforts in support of the Optional Protocol.  For the
purpose of this petition we would like to add the name of all members of the
Network.  We ask you to take the four steps above and if you do not want to
have your name added to the Petition or the list of Coalition members to
please let us know by July 17.

La coalition d'ONG pour le Protocole Facultatif au Pacte international
relatif aux droits économiques, sociaux et culturels (PF-PIDESC) a lancé une
pétition de soutien au Protocole Facultatif, demandant aux Etats du monde
entier de s'assurer que l'accès à la justice et le droit à un recours
effectif deviennent réalité pour les victimes de violations des droits de
l'homme quels qu'ils soient; exigeant qu'ils deviennent membres du PF-PIDESC
lors de l'ouverture à la signature le 24 Septembre 2009, demandant que les
Etats s'assurent qu'il entre en vigueur le plus tôt possible et qu'ils
prennent toutes les mesures nécessaires pour appliquer entièrement et sans
délai le PF-PIDESC. Nous appelons également les pays qui ne sont pas encore
parties au Pacte international relatif aux droits économiques, sociaux et
culturels à ratifier ou accéder immédiatement à ce traité ainsi qu'à signer
son Protocole Facultatif le 24 septembre prochain.

Nous appelons tous les membres de la Coalition, organisations et individus
engagés dans l'application des droits économiques, sociaux et culturels de
soutenir cette pétition par le biais de trois actions:

1.      Approuver la pétition – vous pouvez le faire au nom de votre
organisation et/ou à titre individuel.

2.      Ajouter des informations concernant la pétition sur votre site
internet ainsi qu'un hyperlien vers la pétition :
www.protectallhumanrights.org/fr Merci de faire suivre ces informations au
sein de vos réseaux et partenaires, en demandant qu'ils en fassent de même.

3.      Collecter des signatures aux réunions et évènements au sein de votre
communauté, école , etc. Une version imprimable de la pétition est
disponible ici.

La Coalición de ONG por un Protocolo Facultativo al Pacto Internacional de
Derechos Económicos, Sociales y Culturales (PF-PIDESC) lanzó una acción en
apoyo al Protocolo Facultativo, convocando a los Estados del mundo a
asegurar que el acceso a la justicia y el derecho a una recurso efectivo se
convierta en una realidad para todas las víctimas de violaciones de los
derechos humanos, instándolos a firmar el PF-PIDESC cuando se abra a la
firma el 24 de septiembre de 2009; a asegurar que el PF-PIDESC entre en
vigor a la brevedad posible; y a tomar todas las medidas posibles para
implementar plenamente el PF-PIDESC sin demoras. Asimismo, convocamos a
aquellos países que aún no son parte del Pacto Internacional de Derechos
Económicos, Sociales y Culturales a ratificar o acceder a este tratado de
inmediato y también a firmar el Protocolo Facultativo el 24 de septiembre.

Les pedimos a todos ustedes como organizaciones e individuos comprometidos
con los derechos económicos, sociales y culturales, que apoyen esta acción a
través de estos 3 pasos:

Para l at s miembros de la Red-DESC: Como ustedes saben, la Red-DESC está
coordinando la Campaña por el PF-PIDESC. Considerando la importancia que
este Protocolo Facultativo tiene para el campo de los DESC en general así
como también la declaración presentada por los miembros de Red-DESC en apoyo
al rol de la Red en la Campaña por el PF, quisiéramos considerar la Campaña
por el Protocolo Facultativo como una Campaña de toda la Red.  Esto
significa que los miembros de la Red-DESC recibirán toda la información
sobre la Campaña, serán considerados miembros de la Coalición de ONG por un
PF y, según la capacidad y los recursos de cada un@ de ustedes, se les
pedirá que actúen y apoyen las actividades a favor del Protocolo
Facultativo. Para los fines de esta Petición, quisiéramos agregar el nombre
de todos los miembros de la Red. Le pedimos que siga los cuatro pasos
consignados arriba y, si no desea que su nombre aparezca en el petitorio o
en la lista de miembros de la Coalición, nos lo comunique antes del 17 de
julio.
