    BUENOS AIRES, Aug. 16 (Xinhua) -- The World Health Organization (WHO)
warned Thursday that only a deep change in public policy can reverse a
crisis in the world's health systems.

    "Problems like poverty, ignorance, unhealthy environments and a lack of
human resources are fundamental factors in this crisis. It is all nations'
responsibility to avoid it," WHO Director-General Margaret Chan told a
conference in the Argentine capital of Buenos Aires.

    Speaking at the International Health Conference, Chan said "we cannot
allow millions of people worldwide to die and keep on dying from treatable
diseases."

    Chan, who is visiting the region for the first time, said one of the
first steps needed to tackle this acute crisis is for decision makers to
keep the promises they have made in this field.

    While there are some reasons for optimism, the Millennium Development
Goals signed in 2000 will clearly not be met by 2015, Dr Chan said.

    It is important to tackle the current changes caused by globalization
and urbanization and new diseases coming into being each year, she added.

    Another major problem is that a global labor market allows health
professionals from poorer regions to leave their origin countries where they
were trained.

    Organizations both in the public and private sectors are part of the
change process and need to work together, she added.

    She also called for health workers to return to the principles of
primary care, because "there is still much to be done in terms of social
justice."
