Two possible opportunities for engagement with DFID, which might be of interest to PHA-exchange members:

1. DFID is currently seeking members for a new Independent Advisory Committee on Development Impact (details below). They say specifically: "we will welcome applications from individuals who can be representative of stakeholders in partner countries".

2. DFID is also starting a consultation process on their research strategy for 2008-13. Details are at http://www.dfid.gov.uk/news/files/research-strategy-cons.asp <http://www.dfid.gov.uk/news/files/research-strategy-cons.asp> .

Independent Advisory Committee on Development Impact (IACDI)
--------------------------------------------------------------------------------

The Secretary of State for International Development is establishing an independent committee to challenge and advise his department (DFID) on the overall strategy, approach and priorities being adopted in its evaluation work. The role of the committee will be to guarantee the independence of the evaluation function in DFID and the use of evaluation results to enhance the delivery and impact of UK development assistance.

Comprising up to nine members (including the Chair), the Independent Advisory Committee for Development Impact (IACDI) will meet around three times a year (in London) and will examine DFID's evaluation work related to all aspects of the UK aid programme. The IACDI will also review and assess the strategy and work plans for evaluation, ensure that the recommendations from evaluation work are followed up, and comment on the overall quality and implementation of the evaluation programme.

The management and delivery of the evaluation function will remain the responsibility of the Evaluation Department in DFID.

The IACDI will determine its own work programme within the broad framework of activities set out in its Terms of Reference.

We are looking for a Chair and six committee members to join the IACDI.
The Chair of the IACDI should be an experienced senior executive who has chaired boards of major private, public or voluntary institutions. Some understanding of development issues or evaluation is desirable. The rest of the committee will comprise experts in international development including some with professional expertise in evaluation methodology and hands on experience of such work. We will welcome applications from individuals who can be representative of stakeholders in partner countries.

Applicants within these categories should also draw attention to other areas of activity which they consider might be relevant. Initial appointments will be for up to three years, with the possibility of a further term. Appointments are likely to be effective from November 2007.

Work undertaken by the IACDI (up to 20 days for the Chair and 12 days for committee members) is paid on an honorarium basis (£250 per day for the Chair and £175 for committee members). DFID will meet the cost of travel and expenses necessarily incurred in respect of the appointment.

The Committee is an equal opportunities body. Applications are welcomed from all parts of the community. We actively encourage interest from women, ethnic minority groups, those with a disability and people from the Lesbian, Gay, Bisexual and Transgender communities. Selection is on merit.

For more information on these appointments and an application form please see below. Alternatively, call 01355 843503 or email EVDRecruitment at dfid.gov.uk to request an application pack (quoting reference IACDI 01 for the post of Chair, and IACDI 02 for the Committee members).

Closing date is 11 July 2007 for the appointment of the Chair, and 27 July for the Committee Members. Interviews for the Chair are scheduled for 27 July, and for the Committee Member's 25 - 26 September.
