Welcome to the May 2007 edition of the EPHA newsletter!

The World Health Assembly convened in Geneva in May from the 16th to the
25th. A number of key resolutions were adopted including a revision of
the
International Health Regulations, a call for greater international
Influenza pandemic preparedness, greater efforts to achieve the three
health Millennium Development Goals and addressing the public health
problems of harmful alcohol use.

A press release summarizing all the resolutions of the WHA and a listing
of
all the final resolution texts are availablle from WHO web site for the
assembly.

This was the first time an EPHA representative had been able to attend
the
WHA and contribute to a side event. An observation from this first
attendance is that the NGOs present at the WHA are not as coordinated as
is
the case in other United Nations fora.

At Environmental negotiations it is common to have an NGO daily
newsletter,
regional NGO caucuses, and daily briefings by issue specific NGO
platforms
for delegates. NGOs provide delegates from across the world with expert
support and advice as well as providing advocacy briefings to advance
NGO
positions.

The health related NGOs have been thus been somewhat marginalized in the
WHO by the insistence that NGOs have global interests rather than a
regional or national focus in comparison to other United Nations
processes.
This is a great shame for the public health community as EPHA and many
of
its members could play a greater supportive and expert role to advance
further public health concerns within the WHO.
