Public Health Catastrophe 
in Chernobyl 
WHO guilty of non-assistance to populations in danger 

Demand to amend the agreement of 28 May 1959 between the World Health 
Organization (WHO) and the International Atomic Energy Agency (IAEA) 

FOR FREE AND INDEPENDENT INFORMATION ON THE RISKS OF NUCLEAR POWER AND ITS 
EFFECTS ON THE HEALTH OF POPULATIONS 

We request that revision of the agreement of 28 May 1959 be put on the agenda 
of the next World Health Assembly in order for WHO to recover its independence 
and its authority vis à vis the IAEA and present the facts on the long- and 
short-term health consequences of the Chernobyl catastrophe. 

Through this agreement, WHO has abdicated its authority in the area of 
population health in favour of the IAEA, the sole objective of which is to 
promote the nuclear industry. As a result, the tragic health consequences of 
this nuclear accident have been deliberately covered up. 

The IAEA, which has no medical function, must abandon the prerogatives it has 
exercised for 47 years in the area of radioprotection of populations.
WHO must recover complete independence from the IAEA in research and 
publication of information in order to assure the protection of populations 
subjected to nuclear contamination. 

We demand full information on the consequences - past, present and future – of 
the Chernobyl accident which concerns millions of inhabitants of the planet, 
and effective, long term assistance to all victims of low dose, ionising 
radiation, the major cause of the public health catastrophe at Chernobyl.
