Globally, the Gender and Development Network, and in the UK, the Sexual
and Reproductive Rights Network, are following up on the battle with the
Americans at the board over wording in the health strategy (for more
detail read below from CHANGE, and background at
http://www.worldbankpresident.org/archives/000512.php ).  We need to
keep up pressure on European directors so that they will have ammunition
to wave at the Americans.  Those interested in supporting should send
emails/faxes to their country directors' offices before opening of
business in Washington today (by 1 pm UK; 2 pm CET).

Dear Friends and Colleagues,

I have learned from internal sources that the HNP Strategy has not been
approved by the board and that the section on reproductive health and
population will be revised once more. The intention is to make very
clear,
that there will be no change in either policy or practice.  Also some of
the
changes introduced yesterday were deemed "ambivalent." This will sound
familiar to those of you who know US (and Vatican) tactics at the UN.
The US
has reportedly asked that reproductive health "services" be replaced
with
reproductive health "care," and that "rights" be replaced with "health."
So
far, language around "reproductive health services" has been protected,
but
it is doubtful that this will be agreeable to the US, as well as some
Latin
American countries. And it sounds like "reproductive rights" has been
dropped from the document since it was not included in the 1997 strategy
(The strategy does explicitly confirm Cairo.).

We need another round of letters sent to the Executive Directors right
away.
The new, possibly final, revision of the strategy should become
available on
Wednesday, but we do not know at this time what the language will look
like
and whether it will be universally accepted. The Bank intends to issue a
release today (Tuesday) that will try to explain why the strategy was
not
endorsed today.

We have a very small window of opportunity to urge the Europeans to stay
strong and not back down on sexual and reproductive health and rights.
Due
to the time difference between the US and Europe, I urge the European
NGOs
on this list to send letters to the European EDs and ask them to not
accept
weakened language, and to insist upon the inclusion of language of
access to
reproductive health services and sexual and reproductive rights.
