Empowerment: An overview, Summary of discussion paper in preparation

This two pager gives an outlook on the overview paper on empowerment that is being prepared under the backstopping mandate and available on this platform as from April 2007. This introduction briefly highlights the history and debates surrounding empowerment and outlines the four power dimensions as a framework for differentiating power and empowerment: the dimensions of power to, power with, power over and power from within. Further it briefly points up different activities enhancing empowerment and the issue of how to measure empowerment Download

Empowerment is seen an outcome or a process. These can be summarized as:

1. Participation: empowerment as the more active participation of previously excluded groups in the design, management and evaluation of livelihood activities and policies.

2. Organisational capacity building: empowerment as increased individual and organisational capacity to take some form of action.

3. Economic enhancement: empowerment through economic improvement and increasing access to economic resources.

The annotated bibliography on empowerment compiles a wider range of literature on the theme. It starts with clarification of concepts of empowerment and the different power dimensions. The bibliography then looks at different perspectives of empowerment in terms of gender, ethnic minorities and education. Further it provides resources with regard to policy analysis and the different approaches towards implementation of empowerment
