Unfortunately, yes.  The analysis in this paper is actually not bad, but it is hopelessly decontextualized; there is a huge descriptive literature on policy change that is relevant.  The ODI paper also ignores the bias built into the World Bank's preference for correcting market failures, which bypasses the issue of justifiability of a society's initial distribution of resources - this after the authors of WDR 2006 have spent quite a bit of time pointing out why the initial distribution is important!
