One of the most important tasks to be addressed by the international community in the months ahead is the selection of the person to succeed Kofi Annan as Secretary-General of the United Nations when his term ends on December 31, 2006. Yet the process by which that person is to be chosen remains opaque and ill-defined. Although all member states have a direct interest in seeing that the right person is selected, few states have a role to play, or even a window into the process, as this most sensitive and significant selection takes place.

We do hope the current process of selectin to be opened up to some extent, by creating an environment in which changes can be adopted and put in place to govern the next SG selection.

We need to start discussions on ways in which the selection process can be strengthened, in the short and the long term. Civil society should have a role to play in this.
