Import of food or any material by any region / country should be resorted to only when local production, cannot meet the demand and that too, at a price more than the local price of produce, so as not to discourage local production, and prevent dumping,  as there is no transparency in world food production / subsidy by countries. 
The WTO should take this into consideration.
