Dear Friends, 

 

As we all digest the PHA2 experience and reflect on the Cuenca Declaration, this is to inform you all that we had a very significant PHM steering group meeting on 23rd when various aspects of organizational dynamics, structures and functions were discussed and processes to enhance the transition from South Asia to a new region were initiated.  While a more detailed note on the proceedings of the steering group meeting will be featured on the website and exchange soon, a short list of the main recommendations and action plan is outlined below. 

 

1.      Transition of coordination

A proposal from Central America was presented to host the Global Secretariat for the next phase of the movement. While further details and clarifications were requested, another potential proposal from Middle East  along with Africa region  was also mentioned.  Fran Baum (PHM Australia and Pacific) was requested to facilitate a process to receive these proposals and help the steering group to assess them and take necessary action towards the transition. The last date for consideration of proposals was 23rd August 2005. 

2.      New organizational options 

Many members participated actively in the discussion on the paper arising out of the last steering group meeting in Bangalore entitled 'PHM organizational development : Options and process including rationalization' which had been put together by David Legge and Andy Rutherford.   Some members especially Hugo (Guatemala) and Hani (Egypt) offered some interesting alternative organizational models.  A small four member group was identified which included David Legge (Australia), Andy Rutherford (UK), Thelma Narayan (India) and Maria (Nicaragua) to consider all these ideas and options, collate reactions and responses from various steering group members and others and initiate a process towards evolving these changes by consensus and collective strategy in the next few weeks /months. Till the new options evolved the existing organizational structure and steering group would continue as the governance and decision making body of PHM. 

 

3.      PHM Communication Strategy

The Communication strategy of PHM needs organizational strengthening - especially if the four current components (PHM Exchange; PHM Media releases; PHM website and PHM News brief) need to become more central in the evolving organizational strategy and initiative of PHM.  Prem John volunteered to steer a consultative process with all those who wish to contribute to them post - PHA2.  David Legge (Australia), Bert / Wim (Belgium) and Sarah (USA) offered to assist him in this process. 

 

4.      PHM Campaigns

A discussion on PHM campaigns led to the decision that all those suggesting campaigns or strategies of action in which PHM involvement or participation or coordination was essential, be requested to send a proposal outlining further details of the campaign, the pre-requisites the goals, the components, the schedules and the definitive outputs or results and how these could be monitored so that PHM campaigns would become more focused and definitive.
