I am more than happy to assist with the preparation of such a statement
although note that I myself am not in Bangkok. However, I believe we
should wait to see what the final document looks like. I am in general
an optimist, so I am still hopeful that the process of the conference
may yet result in a more useful draft. If not, and we will know soon
enough, we can act quickly to comment.
 
That said, PHM is a broad church and one of the perennial problems
concerns the mandate of any such PHM release. I was acutely aware of
this in preparing the submission. I know there are those in PHM who
think we should tread more carefully in engaging WHO. So it is important
that through the list everyone who is interested expresses their views
promptly as to what we should do if the Bangkok Charter retains its
current flavour. My vote though would be for a concise focused statement
along the lines of what you suggest, David. If we proceed along this
path, the 24 hour turnaround is probably unavoidable.
