Dear Alison

I agree with you. We have made our submission and should attempt to
change the document in line with this. If this is not possible, we will
have to restate our opposition to the concepts and thinking we disagree
with. Looking at the latest draft, this seems a reasonably likely
outcome to me.

David McCoy has made the point that it is important that we document the
attempts to change the text in line with our submission - which is
important if these attempts are unsuccessful. I have asked the NZ
contingent to do this.

However, it is important to note that it seems that only Thelma is
attending with a "PHM hat". I am not, and the NZers who are, are there
on behalf of various groups - who share many of the views of the PHM but
who will also have to fulfil other responsibilities. They hope to work
closely with Thelma at Bangkok, but we will have to ask Thelma to most
strongly push a "PHM view".

Perhaps Alison (K), you have some further views on how "we" as PHM
should further express our dissent if the final text is similar to the
current draft?

I can only make a strong plea  to abandon "improving it" if it looks as
if it is going to be too dreadful. If that is the case we are far better
stating that we don't endorse it which I think this time may carry
considerable weight. WHO does not wan t a charter that PHM publicly
rejects. Thanks ALison
