 The International People's Health University (IPHU) is a project of the 
International People's Health Council (IPHC) <http://www.iphcglobal.org/>  as 
part of the People's Health Movement (PHM) <http://www.phmovement.org/> . IPHU 
is a global university providing short courses and other resources for health 
activists. 
Courses are of a high academic standard and are documented for academic credit 
from established universities. IPHU short courses enable younger health 
activists to make new connections, share experiences and study together. IPHU 
short courses strengthen the global network of people's health activists. 
The Cuenca Short Course will run from 11-15 July, 2005, in the week before the 
Second People's Health Assembly (PHA2) <http://www.phmovement.org/pha2/> . 
Course content 
The content of the IPHU program will cover: 
*	the struggle for health- strategies, lessons and new directions 
*	the political economy of health - understanding globalisation, the WTO, 
the IMF and the WB; local issues and global pressures 
*	comprehensive primary health care - experiences, lessons and new 
directions 
*	working with communities and with grass roots health organisations, 
including participatory research methods and conscientization 
*	health development and the right to health - principles, frameworks, 
lessons and new directions 
*	oppression, hierarchies, alienation, exclusion and materialism and the 
struggle for health 
*	gender, equity and participation and health 
*	AIDS, SARS and avian flu - global solidarity in confronting global 
challenges 
The program for the Cuenca Short Course is based on the People's Charter for 
Health (PCH) <http://www.phmovement.org/charter/pch-index.html> . We will 
explore the meaning of the PCH; analyse the challenges it presents and develop 
resources and strategies for the struggle for Health For All. 
Structure
Participants will share their issues and experiences and work with faculty 
members to deepen our understandings of the challenges and to review and 
evaluate frameworks, principles and strategies. 
The course will involve: pre reading; lectures, small group discussions and 
workshops and follow up study supported by internet contact and local mentors.
Teaching resources and lecture presentations will all be bilingual - in Spanish 
and English - for the Cuenca course. They will take the form of hard copy 
readings, lecture notes and websites. A CD will be provided to participants 
prior to arriving in Cuenca. 
Who is the course planned for? 
Admission policies will be directed to achieving: 
*	a geographical mix: 60% from Ecuador and Central and South America and 
40% sourced from elsewhere around the globe (in particular from developing 
countries); 
*	gender balance; 
*	diversity of backgrounds (community based organisations, NGOs, 
universities, government officials, etc); and 
*	diversity of skills, interests and educational backgrounds. 
Priority will be given to: 
*	younger people 
*	PHC and public health practitioners  
*	people with a track record as health activists (including activists 
within the People's Health Movement). 
Applicants should have at least completed secondary education. English language 
is desirable, but not indispensable. Applicants must be committed to the 
People's Charter for Health <http://www.phmovement.org/charter/pch-
index.html> . 
Applicants should provide referees who can vouch for their involvement in 
working for health development, including in association with the PHM.

Costs and scholarships
Enrolment fee: $100 US.
Accommodation and living costs: will be around $US25 per day including 
accommodation and food. 
Scholarships covering airfares, accommodation and tuition may be available.
