  Communication from the IOC-PHM coordination regarding the PROGRAM for PHA2.

  Dear friends from PHM,

  There have been a series of communications about the PHA2 which have been 
interesting and informative.  I want to add to the understanding of what is 
taking place at this time and how the program is moving forward.  In a 
separate message I will send some recommendations for the Steering Group 
meeting in Bangalore in April.

   

  The preparation for PHA2 should be seen as an ongoing process which is 
taking place over a period of time.  We began preparations in an organized way 
at the first meeting of the International Organizing Committee in Cuenca in 
September 2004.  At that time the local, national, and international 
organizers identified the general themes and many other details for the PHA2.  
We studied the lessons learned from PHA1, material we garnered from the PHM 
evaluation report, and made those lessons integral to our planning process.  
We shared the report of that meeting with all of you on October 7, 2004.  

   

  Later, on November 24th, 2004 we send out the first preliminary program for 
the PHA2, requesting feedback, ideas, and especially commitments.  We received 
some input and began working with individuals and groups on the program.  In 
late November and December several of us were involved in meetings in Germany 
and also in the UK.  Out of that came a report and also more suggestions about 
the PHA2.  On December 22   and January 4, 2005, the PHM Secretariat sent out 
communications related to the PHA2 workshops and a fund raising strategy.  
These suggestions resulted in more input for us.

   

  January 10 - 11, I met in El Salvador with Eduardo Espinoza, coordinator of 
the Program Commission.  The outcome of that meeting was the Draft Pre-Program 
which was sent to you all, and many others.  It was also placed on the 
websites of both the PHM and the IPHC where it is also in Spanish.  That was 
the version January 19th.  We asked for suggestions once again, and for 
concrete proposals by the first week of February.

   

  Then in mid-February I met with the local and national Organizers in 
Ecuador.  The major outcome of that meeting was the next draft version of the 
Pre-program dated March 5th.  There is a   version available online which is 
called the web version. It can easily be printed directly from the website.   
There is also another detailed version that has been distributed to most of 
the persons who are actually involved in the program at this time. 

   

  Actually we are working on a continual basis with many of the persons who 
are responsible for the plenary sessions, panels, and workshops.  We are 
receiving proposals for testimonies and case studies as well.  All this work 
is being done in both Spanish and English.  This means that it takes us a bit 
longer than just working in one language.  So please be patient with us.

   

  This week we hope to be able to prepare another version of the program for 
use with the Steering Committee and the group of persons and organizations   
involved in the program.  I ask that all of you who are already on the program 
remember to send me the latest advances you are making with your plans.  In 
this way we will be able to give the Steering Group a better idea of the 
actual progress when we meet in April.

   

  Eduardo and I do not expect that a definitive program can really be provided 
until much closer to the assembly itself.   This was the case in PHA1, as many 
of you know.

   

  PLEASE NOTE:  I want to remind everyone that there is a great deal of 
material about the PHA2 on the websites 

  www.phmovement.org  and www.iphcglobal.org 

  You can download material from those sites because it is in a printable 
format.  However, remember that the web version does not have all the people 
listed, just those persons or organizations that were confirmed by March 5th.  
Before April 5th we will revise that version with updates.

   

  We have no idea of how many groups have this material linked to us from 
their own websites.  It is a request that we have made repeatedly to all of 
you who have sites.  However, we do not have feedback to actually know where 
the information is going.  

   

  The March web version of the Pre-program was put up on the PHA Exchange and 
on Afronets on March 15th.  It has also been put up on the list serve called 
Redlatinoamericanasalud in Spanish.  I assume that it is also being sent out 
on the other list serves in Europe, Australia, US, India, etc. 

   

  I hope this clears up some of the issues around the program.  We have been 
taking into account ALL of the suggestions, but we remind you that we are 
basing our preparations on the LESSONS LEARNED from PHA1.  So there will be a 
limited number of workshops, with plenty of time for interchange, and 
different kinds of spaces for dialogue, discussion, debate and planning at 
PHA2.

   

  Thanks for all suggestions received.  We need more people to contribute to 
the program and to provide us with case studies, look for testimonies, find 
photos, help with ideas and concrete proposals for exhibits, with videos for 
the video forum and so on.  So, keep up the questions, but better yet, find 
concrete ways to contribute NOW.

   

  This message will be followed with another with recommendations for the 
agenda for the Steering Group meeting.
