Dear Friends,

Greetings from the Philippines!

We would like to invite you to participate to the eighth e-conference to be
hosted by the Quality Network for Rational Drug Management, or Qu4RaD
network at the Qu4Rad website (www.qu4rad.net) from November 22-24, 2004.


The Quality Network for Rational Drug Management, or Qu4RaD network, is an
international collaboration that aims to assist people (providers, users,
citizens) in improving their management of medicines by facilitating
communication, experimentation, and learning, combining scientific,
cultural, and moral-ethical reasoning in a glocal (global and local)
context. The Qu4Rad network, with support from the European Commission, has
been developed as a partnership among the following institutions:

1. Centre for Research on the Epidemiology of Disasters (CRED) at the
University Catholic Louvain of Brussels, Belgium,

2. Department of Tropical Hygiene and Public Health (ATHOEG) at the
University of Heidelberg, Germany,

3. Indian Institute of Health Management Research (IIHMR), Jaipur,
India, and

4. Institute of Philippine Culture (IPC) of the Ateneo de Manila
University, Quezon City, Philippines.


The goals of the network are:

ü To promote universal access to medicines according to the needs of the
people,

ü To encourage the best use of medicines according to scientific, cultural,
and moral reasoning, which we understand as rational reasoning,

ü To improve among health professionals, patients, and citizens the
knowledge and skills in the rational use of medicine, and

ü To obtain sustainable resources for the functioning of the
network.


The November 22-24, 2004 e-conference is entitled:

"ARE THERE ALTERNATIVES TO PATENTS WHICH PROMOTE ACCESS TO AND INNOVATION OF
MEDICINES ACCORDING TO PUBLIC HEALTH NEEDS?"


As a participant, we request you to visit the virtual conference website
(www.qu4rad.net) on 22 -24 November to provide inputs and   comments during
the discussions. Additional instructions on conduct of the e-conference are
provided in website.
