I have another relevant info.

External assistance to the developing countries in health sector is less than 3% of the health expenditure of the rich countires, mainly OECD.  Ref: Murray CJL, Bell DE, De Jonghe, Zaidi S, Michaud C. A study of financial resources devoted to research on health problems of develping countries. J Trop Med Hyg 1990; 93:229-55.

Althouh this is an outdated info but strangely the conditions have not been too different even today.
