Ranking the Rich: The 2004 CGD/FP Commitment to Development Index

Center for Global Development (CGD); Foreign Policy (FP), May 2004

Available at CGD website: http://www.cgdev.org/rankingtherich/home.html

".....The CGD/FP Commitment to Development Index ranks 21 of the world's richest countries based on their dedication to policies that benefit the 5 billion people living in poorer nations worldwide. Moving beyond standard comparisons of foreign aid volumes, the index also rates countries:

· Quality of foreign aid

· Openness to developing-country exports

· Policies that influence investment

· Migration policies

· Support for creation of new technologies

· Security policies

· Environmental policies

The Index builds upon contributions from scholars at the Center for Global Development, the Brookings Institution, Georgetown University, and the Migration Policy Institute, and benefits from the generous support of the Rockefeller Foundation.

The Index is featured in the May/June issue of Foreign Policy.

Read Sebastian Mallaby's Washington Post column about the index.

Read The Economist's article about the Index

The background papers and data sets upon which the Index is built are available at
