END PATENT DRUG ABUSE

   Canada's second-largest union is urging a parliamentary committee to
   recommend abolishing Canadian Patent Act regulations that have been
   repeatedly abused by brand-name pharmaceutical companies. Those 
companies
   are often preventing generic manufacturers from producing low-cost
   alternatives after their already-excessive 20-year patent periods end.
   That has cost Canadians $1-billion since 1993, the union says.
