Dear Claudio,

I feel that in delivery of services, empowering should also mean involvement
of clients (target groups) and not just of community representatives. Some
times, community representatives are peole belonging to powerful groups, so
involvement of client groups or representatives of target groups (vulnerable
or poor persons, disabled persons, women..) is also needed.
