Tobacco Control Convention to be ratified in May

The Framework Convention on Tobacco control (FCTC) will be ratified at the 
World Health Assembly (WHA) in May this year.

This was disclosed at a view exchange meeting with the press organised by 
an organisation of the country, Work for a Better Bangladesh at its officer 
at Dhanmondi in the city yesterday.

The FCTC is the first ever treaty specifically on health, organised by the 
world health Organisation (WHO).

On May 24,1999 the 191 members of WHA, the governing body of the WHO, 
unanimously backed a resolution calling for work to begin on the FCTC.

The text of the treaty was negotiated over the course of several Inter 
Governmental Negotiation Bodies(INB) and Inter-Sessional Meetings (ISM). 
The final INB, INB-6 was held in Geneva on February 17 to 28 this year. The 
Poor countries in South Asia, Africa and some island countries Lobbied for 
the strongest text. On the other hand, the countries that were not in favor 
of the convention included US and Germany.

According to the text, the following decisions will be implemented soon., 
Advertising and promotion of tobacco will be banned, to the extent allowed 
by national constitutions.   One in three international trade cigarette 
enters through black market. Measures must be taken to reduce the 
smuggling  of cigarettes including clear marking of destination of exports 
on cartons and packs.
Rotated health waring (not merely a bland general waring) Should cover at 
least 50% of the front and back of the pack and include pictorial warning, 
and Must cover at least 30% of the front and back.

The organisers who spoke to the press included Debra Efroymson, Regional 
Director of the Path Canda a Program for Appropriate Health, Aminul Islam 
Sujon, Amit Ranjan Dey and Ratan Dev, official of the Work for a Better 
Bangladesh.
