PHA-Exchange> Govt. poised to renew or force state of emergency

Dear All
After the declaration of all 7 parties in the parliament (including the
party in power) in their united mass meeting that they would discontinue the
state of emergency in Nepal and take initiatives to solve the insurgency
problem by dialogue without restriction in the dialogue outcomes people of
Nepal were beginning to feel relieved and assured of the return of peace and
normalcy. However, the government announced the short-term parliament
session and tabled the motion to endorse the emergency. According the usual
norm of Nepal's parliament, both short term session and tabling motion not
prior to 15 days just before the normal session were violation of common
sense as far as democracy is concerned.

the emergency is putting a lot of stress in all aspects of the lives of
people. It has brought the national economy near to the crisis. Human rights
situation continues to be worsened. The remorse and uneasiness among the
people over the state of emergency may creat unpredictable vacuum in
politics of Nepal.

Kindly pressure all law makers not to vote for the continuation of the
emergency.
